Quantrell Dylan Schwartzlow, 17, was arrested on suspicion of second-degree s@xual assault, strangulation, suffocation and battery. Not the type of guy you want roaming around the streets. Unfortunately for Rock County sheriff’s they lost track of him for 2 hours after he jumped out of an open window at their office.
