A man who stole a armored personnel carrier and led police on a chase through Richmond, Virginia, on June 5 is in custody after surrendering to officers, according to Virginia State Police. Virginia State Police said that the vehicle left the Virginia National Guard-operated Fort Pickett near Blackstone at around 8 pm., never speeding beyond 40 mph.
